Preserve the neutrality of village leaders |

LIMBARUH HIJAU 18TH JANUARY 2007: The traditional status of village leader as an impartial grassroots community leader must be upheld and protected from any political element that could affect the impartiality and neutrality of the institution.
“The position of Penghulu and Ketua Kampong should be on a neutral ground and above politics. This is in line with Government’s policy to disallow any of the members of a political party to hold the position of Penghulu or Ketua Kampong or become a member of the Mukim or Kampong Consultative Committee and vice versa ”, pointed out Pengiran Dr Hj. Amir, a member of NDP Advisory Board. |

“This policy clearly shows that Penghulu or Ketua Kampong or any member of the Mukim dan Kampong Consultative Committee should be above politics and not get involved in any political activity. It shows that the traditional role of Penghulu and Ketua Kampong must be free from any political element that could compromise the nobility and neutrality of the institution”.
“As a leader, the traditional role of Penghulu and Ketua Kampong is as an advisor, counselor and a consultant on culture and traditions. In addition the role of Penghulu and Ketua Kampong is also to assist the government in introducing, restoring and maintaining the understanding, unity and harmony of the community as well as in ensuring and preventing activities that can jeopardise and threaten the safety, peaceful and the prosperity of this country”.

“The Penghulu and Ketua Kampong is obligated to discharge his duty and responsibility without fear and favour and to render his services to everyone in a fair and just manner regardless of the person’s race, religion, social standing and political leaning”, stressed Pengiran Amir at a get-together session between members of NDP Advisory Board and members of the NDP Supreme Council.
The get-together session was held at the house of Awang Haji Mohiddin Pengarah Dato Paduka Haji Othman, the Deputy Secretary General of NDP in Kampong Sungai Besar near the capital. |

NDP President, Yasin Affandy, Deputy President sdra Mahmud Morshidi Othman and several other members of NDP Supreme Council were among those present at the function.
Among members of the NDP Advisory Board in attendance were Awang Haji Mohammad Penghulu Haji Bakar, Pengiran Amir and Awang Bajau.

The session was chaired by Awang Haji Abdul Rahman Yusuf. Pengiran Amir at the session expressed his concerned that there is an indication that points to efforts to politicize the Penghulu and Ketua Kampong institution.
“There seemed to be some contradictions between the policy to preserve the neutrality of the institution and the current development in the Penghulu and Ketua Kampong institution”, observed Pengiran Amir
“Personally I am concerned that this trend is apparently showing political flavoring and if it continues, it will make the institution a bias political entity and would ruin the image of the Penghulu and Ketua Kampong as an impartial institution”, pointed out Pengiran Amir adding that in the end Penghulu and Ketua Kampong would lose the respect and trust of the people as the institution is no longer above politics.
